CASL still permits sending without express consent under its implied consent exemption, when a message is relevant to the recipient's business role and their contact info was conspicuously published (a company site, LinkedIn, etc.) -- the standard basis for legitimate cold B2B outreach. A Canadian contact only clears as Compliant here when it has a verified business email plus a company name on file; everything else Canadian is held for manual review.
